Not only is it a great tool for beginning developers, the standard edition removes limitations and also has the ability to make actual quality and sellable games.
Simply download the free version from here:

Then, when it asks you which update channel you wish to use, select the Beta channel and update the application. You'll get the option to register the Standard Edition on the welcome screen (you might have to arrow over to get to it. When I upgraded, the first advert on the welcome screen was for the Master Collection, which is $400. Do not want). Enter your e-mail address, and you'll be sent an activation code. Then just activate and you're good to go!

Unfortunately, you can't use the Steam version of GM, but that's a small price to pay for free software.

I used GameMaker a few years back to do a Mega Man clone for a class. Competent little suite. I see they've added export to mobile platforms (for a steep price). If only they'd do Xbox LIVE Indie games I'd buy it up.
