Yes, Boba', the Microsoft CAB format is a data compression's, which is handled by WinZIP or any other archiving utility... In order to create such files, you just have to change the extension of a chosen compressed file from "*.ZIP" (Or ".RAR", "*.7ZIP", etc...) to "*.CAB"...
But talking of that, I'd be curious to know why you're asking that... :| (Would you wish to get files from Star Wars Battlefront I or II *.CAB files ?)

In fact, the particularity of *.CAB files is the fact you can use them for designing ActiveX controls or Installers... Regarding its "performances" for datas' compression, you should launch a search on Google, using terms like "Compression+CAB" to get an idea of this format's interests...

All InstallShield softwares use *.CAB files for deploying "major" programs, such as video-games (Star Wars Battlefront I and II, Star Wars Jedi Knight series' games, F.E.A.R., Quake IV and all others...) or Microsoft Windows Service Packs, etc...

Cool. I'v got Installshield but there are about 30 steps in making an installation. We might be able to use this for Jawa Elite if it requires an installation.
