is there some smash bros brawl mod tools or something?

I don't have the game, but from what I've seen of it, there is a map creator which I believe is unlocked once you beat the campaign (correct me if I'm wrong.) There is no particular character "editor," however, except that you can change the colors.

There's no modding for Brawl except the ingame stage creator.

There is actually some modding for the game, for instance: You can edit every texture in the game, and there is a program which lets you make your stages online, breaking the limits the game lets you have (maximum pieces, intersecting pieces...)

But seriously. SSBB modding is very limited. With the ingame map maker, you can only really achieve unique stuff through tons of testing and exploiting.

And I think doing any kind of Haxxorz-like stuff with the game would be illegal...

Haha. I mean insanely clever stuff that doesn't make any sense that achieves a very limited goal.

Also, I didn't really look into it, but there appears to be a way to mod by hacking the Wii (if you haven't gotten the latest Wii update)
