I have the Steam version of BFII and Would like to download this mod is that possible? I've tried once having the effect of changing the graphics, adding the console, free cam, and campaign. but no new maps or sides.

Sure! You can download it even if you don't even have the game. You can download it even if you don't have a computer that can play the game! I suspect you were asking if it would install okay on your game, though, and the answer to that is also "yes."
