I haven't uploaded many files aside from FileFront for a looooong time, but I think I used freewebs.com You don't have to build a website, you can just upload the file, send the link to whoever, and I think it'll be a download page...

You can also try either Free Uploading Web-Site (This is a feature offered by a French Internet Service Provider !) or MegaUpload...

Personally, I think the fact that GameToast "Upload" feature isn't really used is due to the fame of this web-site and its community... Indeed, "GameToast" is frequently associated to the best maps ever produced for SWBF or SWBF II, and so, to the quality of its service... So, when a new member wants to upload his / her first projects for these games, he'll think that "He cannot submit them to GameToast, since only experienced modders may place theirs here..."
That's why he'll try somewhere else, like on YouSendIt, SaveFile, FilePlanet, etc...

This was just a personal thought, Kaos'...
However, maybe you should try one of the other hosting web-sites which have been mentioned in this topic, and post your feedbacks about it ?

When we finally get mod tools I'll use Gametoast to upload them.
