Some Programs Won't Open

So I got some programs for rom hacking a little while ago, and I tried to use them. They attempted to open, but didn't. Instead, they just caused my computer to go from around 25% CPU usage to 100%
Does anyone know what the problem could be?

Just in case anyone thinks "OMG PIRACY, TO THE PITCHFORKS!" ROM hacking itself is not illegal, and these are pretty old games now that Nintendo no longer makes any profit from.

Just as long as there are no links as to where the ROMs are hosted, the programs are harmless.
