Does anyone know a good video editing program (under $50)?

What do you want to do?
There are so many softwares out there it´s hard to say what´s good for you without knowing what you want.

final cut pro is the only one that jumps to mind (only cuz i've used it in my high school cable acess class... ) but that is easily $1000...

i also know of iMovie... but it's incompatable with PC's. it comes standard on lots of Mac's though

I would imagine that a lot of cameras come with freebie software. You might ask around if you know ant people who've bought new cameras. I'm assuming you're not expecting too much since you mentioned $50.

Im looking for something that will let me put clips from fraps together and do some basic editing (solw down, speed up, fade, transitions, add extra sound or music, etc.)

If you have WindowsXP you can try moviemaker2 wich is part of the windows installation and it´s free.

More a capturing and converting software rather then editing is virtualdub you can download for free here:
http://www.virtualdub.org/

I can recommed Uleads VideoStudio. It´s a good software since Version 7 (actual is Version 9).
Check ebay for a cheap SE Version but make sure it´s not DV only wich means it can only handle DV digicam source files.
You can also download a full working 30days trial of videoStudio at Ulead website.
