Windows installer not functioning

I recently was installing/unsinstalling some programs. I got to a point where it would no longer let me because it said it could not access Windows Installer. I didn't uninstall it, nor am I running in Safe mode. Help?

Didn't work. I couldn't install because, well, Windows installer isn't working...

Then the best thing you can do is use System Restore to roll back to a date when it was actually working.
