New colors for PC

How can i get new colors for my PC. I specifically want black, but don't know what to get or where to get anything.
this is what I want to add the black to, (circled in red)
where do I get stuff like this, and where do I put it?

hi.
me a couple other members here have this type of theme.
the link was in the "post your desktop" forum, ill try and find it out to help you if you like it. there's also green/orange/pink instead of the blue.

Search for "Visual Styles."
Read up and get stylin'. There's millions of the things.
