I am up for making a forum for my new clan on xbox 360 and i was wondering how would i go about starting up? Also what kind of prices would i be looking at?

Well, if you're actually serious about making a forum (meaning, if you're gonna use it longer than a month or two) then you're gonna wanna get a webhost.
I have heard good things about:
DreamHost.com
Bluehost.com
GoDaddy.com
I've never actually used these hosts though (I'm switching to Bluehost very soon...) so I can't give you my actual review.
Once you've got a website and domain name, you're gonna want to download a forum application.
PhpBB is probably the best out there.
SMF is also pretty good (I use this one - it's good if you've got admins/mods who doesn't know much about forums)
There's also vBulletin and Invision Power Board, but you have to pay for those.
Once you've downloaded those, you can upload them to your website via FTP (ftp://ftp.yourwebsite.com)
I didn't make this very detailed because I assume you know quite a bit about web-stuff.
If not, just ask.

Piles of cheap hosts out there.
I use directnic for all my domains. there are cheaper ones, that are 'get what you pay for.' $15 isnt bad.
Bandwidth is a pain so make sure you read what your host has for hidden fees on bandwdith usage. any real forum will have gigs of bandwitdh monthly. Gt now uses 200 gigs a month which is lite compared to the older gt days
pbpbb3 is the one i picked its free, super easy to mod, piles of themes, huge community to get free stuff from. It is a haxxor script kiddie magnet if you dont know web security but maybe your host will deal with all that.

Okay i purchased a domain (www.godlikegfx.com) and now when ever i click on it, it comes up with an error page saying it could not be found. i logged in at eUKhost, where i purchased a deal that is £30 for a year with 2GB Bandwidth and 400mb space (we r small) well it says that my domain is "Pending" do you know what this means and how long it will be pending for? Also im not sure but i was supposed to get CPanel with this deal however i have been given no link or any information about it, can you please help me? Thanks.

shows you have the domain and no website.
they should have emailed you website/logins/access info. From your account at your host , login and see how to put files online, do you have ftp logins and how to access you cpanel.
