sinc ei bought my PC both fans are allways working on full speed
yesterday i looked into the BIOS and the fan(/s) are cooling the CPU donw to 45 degrees celsius
under 40 degrees celsius the cpu is too cold to work!
the wierd thing is that the maximum temperature is set to 60 degrees celsius and the tolerance to 3 dregrees celsius
so why are both fans allways working on full speed from PC start on although the temeprature is allways 15 degrees below the limit?
i havent changed or overclocked anything btw
do you know how this can be caused?

There is no lower limit per se on how cold your computer runs. Keep in mind that there have been computers running with liquid nitrogen cooling systems.
What physical problem is your computer having? Keep in mind that 45 C is a good temperature for modern CPUs.

my computer has no physical problems, the points is just that my cousin as a very similar pc with a better CPU which runs consantly and without problems on a temperature about 50 to 55 dregree celsius
so i want to get rid of the unnecassery full-speed rotating of my fans because its not needed even in a "gamer"-pc

So you just want to get rid of the sound of the fans? Otherwise, it never hurts for the fans to run (though it may cost a couple watts), and the lower the temperature, the longer the life of the computer's components.

No it's not too hot, he said that it's at 45 C.
Like I said before, unless you're concerned about the noise they make, I wouldn't worry about it. It might be a fan thing, I'm not sure if all fans come with variable speeds.
