I made an Avater for myself on GIMP and I just have one quesions how do I upload it to Image Shack as a jpg (or one of the excepted formats) and have it below the avatar size limit.

You should probably save it to JPG format and resize it before uploading it.

but how do i save it as a jpg?

When in GIMP and saving a file, either type [your file name].jpg or go down to File Types, expand it, and scroll down to JPEG format.

Personally from experience though, I'd save it as a .png file.
