No .dll when trying to launch the BF2_modtools.exe!?

Ok this is my problem. Whenever i try to load the BF2_modtools.exe (the program that lets you debug stuff easier) this pops up:



I don't know why this is happening. I have the CD version of the game and iv tried to reinstall the mod tools to see if that works but nothing happens. Can someone just send me that .dll file or something? Or do i need to redownload the mod tools completely?
