how would i change individual planning files to allow only soldiers trough them ?

Make sure the solider button is the only one that's yellow for that hub or connection.
**EDIT**
Oh, SWBF1? I'm not sure it has those buttons. Maybe?

i got a much bigger problem only some of my ai move now. do you know possible causes ?

First thing I'd check is whether the AI spawn near a hub. If so they'll start their pathing from there. If they don't find pathing they'll just sort of aimlessly wander towards the nearest CP. Also check to make sure there are no barriers in your way. Lastly they sometimes stand around waiting on a vehicle.
Been many years since I modded SWBF1, so I'm probably not the best person to ask.

i got it working by removing all connections.
