Oh, there's dirt, but dirt done wrong. The dirt isn't in an area that makes sense. For the record, a skin determined to be good or bad by whether or not it has dirt and scratches. It's determined as such based on whether or not it is done well.
That being said, your first clean shot on Coruscant looked perfect to me.
