Hero Assault:Cops vs Criminals RPG game rules

ok this is a game i made up and played the other day.heros are cops and villains are criminals.heros must chase down criminals if they commit a crime..such as stealing from the cantina,or attacking a cop.if the criminal is killed they go and become a cop.you may make story lines up too,if you want.
