Skiff won't spawn

Skiff won't spawn

I've seen topics about this before, but nothing I've tried seems to work. I've placed the files (odf, msh, tga, animations, etc) for the tatooine hover skiff in both the folders for the world and the folders for the side that uses them (republic in this instance). It's mentioned in the republic req and the CW Conquest LUA, but it just won't spawn. What am I doing wrong?
