I'm not sure what I did but I somehow got it so everything in the Instant Action screen is already checked and I need to uncheck modes and sides before adding what I want to play list.
I think this started after I installed 1.3.
Everything already selected in Instant Action.

Nope, in the contrary the 1.3 patch permits to disable all the boxes checked. It appears when you have uninstalled the 1.3 patch. And i think it's due to steam/GoG update.
