It's not okay, even if you're okay with the content. It violates ModDB's terms of use, specifically:
2.3 You warrant that you are the owner or creator of any User Developed Content, or any User Generated Content you choose to upload, or that you have received permission from the owner or creator of any such content to make such submissions and to licence that content as set out in this clause 2. You warrant further that any User Developed Content or User Generated Content uploaded by you is not defamatory in nature, and that it is not malicious, or intended to cause undesired effects, security breaches or damage to the System or other user's property.
ModDB specifically forbids uploading stuff that's not stuff you worked on. Report it if you have the chance.

Anyone else think we should have Marth's flowchart stickied or something? It nails the rules/process for using somebody else's mods or assets in the logical way that only a diagram can.

I'm gonna go out of my way and email moddb to delete it because the report button does nothing, even when we tried reporting the swapping mod a couple months ago.

As mentioned prior by me a while back, no matter how many times you take this Ultimate Pack down, it will be re-uploaded elsewhere. People today are either stupid or do not have a good understanding of what happens when you break the rules. As my family members always said to me, you can't fix stupid!
